Special Issues
The operator required that prisoner movements always pass central control, hence the radiating plan form.  From the secure block officer stations, staff have a direct view of each cell door. There is also a direct view from movement control to each officer station. Line of sight surveillance resulted in a regimented layout consistent with NSW Government correctional policy at the time.

Project Delivery Method and Performance
Competitively bid on a design, construct, operate and finance basis.  All milestones were met. Building works were completed ahead of time and within budget.
