Brisbane Youth Detention Centre

Project Overview
Codd Stenders were commissioned by the Queensland Department of Families, Youth and Community Care following a rigorous, competitive selection process.  The consultants were required to assist the Department in the detailed development of a brief, to develop master planning alternatives, to examine building design options and then to prepare comprehensive documentation for competitive tendering.  The practice was engaged during the construction phase in expediting the building process and in quality control.

Special Issues
The Department’s philosophy of “centres within a centre” and the need to create a normal environment were key issues.  The Master Plan consequently shaped a village-like environment, creating a township in microcosm, encompassing residential sectors, a school, sporting amenities, administration and social facilities.

The architecture further strengthened the philosophy of the Master Plan, reflecting changes in character from use to use and providing an interesting eclectic mix of buildings.  Security, though a paramount issue, has been achieved without the creation of an institutional character.

Project Delivery Method and Performance
The Centre was procured through a traditional lump-sum tender process.  The very tight overall programme of 19 months was achieved by the consultants ability to advance site works as a separate tender during completion of documentation.  The project was completed on time and within the Department’s budget.
